Q: activation

i have an iphone 5s and I do not know the previous owner and it will not allow me to activate the phone without the previous owner. How can I activate the phone if I do not know the previous owner?

Unfortunately you cannot
The Activation lock is an anti theft device

Find My iPhone Activation Lock - Apple Support

If the previous owner cannot or will not work with you to release the lock then your options are to return the device for a refund presuming you bought on E Bay or a similar site that has some buyer protection

Otherwise you can report to the authorities that you were sold potentially stolen goods
