Bought an open box watch from best but but it's already got a Apple ID associated with it. Can I activate it if I don't know previous owner?

No, you cannot. I suggest you take it back to Best Buy and get a refund. The device is useless to you. You will never activate it.

Activation Lock should have been removed before the watch was resold by the merchant.
