what do i do when my iphone restarts itself and I cant access itunes on my non-apple computer

My stupid phone restarted itself and now, because I only have a Chromebook that was provided for me by my high school, I can no longer access the stupid little bit of technology sitting on my bed and it on has the stupid Itunes logo popping up on it and it won't let me restart the darn thing and since it won't let me access it I can't text my mother back.

iPhone 6, iOS 9.3, It isn't letting me access my phone

You can try to restart your device to see if that will fix the issue: Hold down the Home and Power buttons at the same time and continue to hold them down until the Apple appears (this can take up to 30 seconds - really). If you see the Apple, then the restart is in progress, and you should see the Slide to Unlock screen shortly. Otherwise, you have to hook up your device to any computer that is running iTunes to reinstall the iOS:

If you see the Connect to iTunes screen on your iPhone, iPad, or iPod touch - Apple Support

Best of luck,
