Increased CPU activity is expected to increase the temperature of the CPU which causes an increase in fan speed. Which applications are you using when this happens?

Can you force the issue to occur? If yes then you have identified the steps to reproduce the issue. You can then do those steps in safe mode and a new user account to isolate the issue.
