Q: Apple Configurator

I have recently upgraded my macbook pro's hard drive and installed el capitan from scratch. I would like to know how do I go about importing all my apple configurator device info onto my new hard drive using the configurator 2 software? Since I work for a school district, I have hundreds of supervised ipads info on that old hard drive and it seems that apple configurator 1 can not be installed for some reason. Since I have no choice but to use configurator 2, there has to be some way to get everything ported over.

If you have backups on the old drive try this.

I have my old hard drive available although I didn't make a backup of it, its just raw data. Is it possible to import the data this way?

This is about time machine but you could try and find the files stated on your old drive and copy them over.
Apple Configurator: Backing up and restoring data - Apple Support
If you could install your old drive in an external enclosure you could boot into your old os. Then you could backup or export the configurator setting. The first link would then apply.

I made a complete backup of my old hard drive and then put in my new hard drive.I looked through both links you provided and while they offer good information, I am still unable to import my old data.I am not seeing any area in configurator 2 that allows me to point it to my external hard drive.

If you go to the files from configurator 1 and right click - open with - see if you can pick configurator 2.
