Q: factory reset phone but needs the old owner's icloud info to setup the phone but i don't know who that is

hard reset phone activation page is setup with other person's account

You need to contact the seller and ask him to remove this iPhone from his list of devices. Otherwise, your iPhone will be a useless brick.
