Is it possible to create third-party templates for Photos app ?
No. Tell Apple what missing features you'd like restored or new features added in Photos via https://www.apple.com/feedback/photos.html.

Not that I know of - nothing has been documented that I've seen
It is not a feature of Photos and you would have to deconstruct an existing template and reverse engineer it to do it
