I have this same problem, but this solution didnt' work for me. After upgrading from Captain to Sierra, I always get the "error when connecting to Apple ID server". On a side note, I can create as many new Apple ID's as I want, as long as I use a valid email address, but when connecting to Apple, the result is the same.
Please launch the Keychain Access application in any of the following ways:
☞ Enter the first few letters of its name into a Spotlight search. Select it in the results (it should be at the top.)
☞ In the Finder, select Go ▹ Utilities from the menu bar, or press the key combination shift-command-U. The application is in the folder that opens.
☞ Open LaunchPad and start typing the name.
Select from the menu bar
Keychain Access ▹ Preferences... ▹ Certificates
There are three menus in the window that opens. Change the selection in the top two to Best attempt, and in the bottom one to CRL.
Quit Keychain Access. Log out and log back in.
It looks like that works. So why is this the case? Is this not reducing security?

No, but there's no reason why you should take my word for it. Do your own research if you have doubts.
Linc: I wanted to thank you for all the valuable assistance you have provided here on the boards. Anytime I have issues with my Apple products, I always search for any input you've provided as a backup resource before I touch a thing! This situation is no different.
This guy knows his stuff and I highly recommend him as a resource.
Thanks again!
Worked, thank you.
