Continuity without Mac

In the instances where there is no mac on the wifi network can ipad make phone call via an iphone on the same wifi network?

Does Continuity require a mac to for these devices to perform phone call via the ie ipad ----> router ----> iphone?

iPad Air Wi-Fi, Mac OS X (10.5.8), Continuity without mac/pc

NO. You can make phone calls from the iPad using continuity as long as you have it set up correctly on the phone and as long as the phone and iPad are on the same WiFi network.
