Factory reset universal
Power off the TC.. ie pull the power cord or power off at the wall.. wait 10sec.. hold in the reset button.. be gentle.. power on again still holding in reset.. and keep holding it in for another 10sec. You may need some help as it is hard to both hold in reset and apply power. It will show success by rapidly blinking the front led. Release the reset.. and wait a couple of min for the TC to reset and come back with factory settings. If the front LED doesn’t blink rapidly you missed it and simply try again. The reset is fairly fragile in these.. press it so you feel it just click and no more.. I have seen people bend the lever or even break it. I use a toothpick as tool.
N.B. None of your files on the hard disk of the TC are deleted.. this simply clears out the router settings of the TC.
Redo the configuration from airport utility.
The Gen4 TC does have a nasty fault though..
If you still cannot access the files it could be showing the first signs of breaking down. Strongly recommend doing archive of the TC if you have anything there you need.. these things are not reliable past the 3 year mark.. and often well before that.

What modem do you have? Make and model please.
Who is your ISP.. cox cable in particular is known problematic.
If you completely remove the TC from the network, I presume you have internet and everything is running properly... which means you have a modem router and the TC should be bridged..
If you reset to factory as I detailed.. and do the setup from iOS device instead of the Airport Utility in a computer.. you may have more luck..
BUT.. big ugly BUTT..
The failure can be indicative of the hardware failure of the TC.
This is not a failure of setup.. this is failure pure and simple.. triggered by the power dropout which is often a sufficient cause for things to go bad.
Start again and do a fully manual setup..
