how do I export contacts to vcard from my new icloud windows 10 file
You can do it directly from iCloud. Log in to https://www.icloud.com/ and click on the Contacts app there. Then click the gear-shaped icon at lower left and click Select All, then click the gear-shaped icon again and Export vCard.
When I have gone through this process there is no file generated the program STOPS.
Where can I find the vCard file requested?
I KNOW how it is supposed to work, but I do not get any file when I select "Vcards". There is a YouTube video I have seen, but my screen does not look the same. How do I get the Control Panel for Windows (Win 10, Outlook 2007)?

There was a bug at one time where the first time you clicked Export vCard it didn't export. If you went back and clicked again it would download. I think that was fixed as it hasn't happened to me lately. As to where the download goes, that depends on your browser and its settings. It should go to the same place all other downloads go with your browser. Another option would be to do a search for a filename with a vcf extension.

Thank you for your patience.
I have tried to install and reinstall numerous times, but never get the control panel. When I select all contacts the right window immediately populates with v-cards. When I try to Export v-cards the program does not respond. I have tried to export a single contact and still there is no response.
Am I missing something I need to do in set-up?
Sorry but I can't help with that. I have not installed iCloud For Windows. I have only exported contact vCards directly from https://www.icloud.com/
I finally figured out how to create the vcf file.
I was using the browser that came with the Windows 10 installation.
When I converted to Firefox I was then able to see the vcf file that was generated and load it to my desktop.
