Find My iPhone Activation Lock - Apple Support
You have to unlock it with your original apple id.

dear sir, when turn on phone then we choose country, languge ,And then ask apple id & password but my apple id can not open phone reply can not be used this apple id but this phone linked my apple id sir

According to http://apple.stackexchange.com/a/110305, try restoring the iPhone using iTunes.

That is the activation lock.
You need to put the original account that was used to setup the phone.
The email starts with a k and is @gmail.com.
That is the only account that will unlock the phone.
