If the answers to the security questions are nor accepted or the recovery email does not work, like in your case, contact the account security team a call. Apple will need to reset them for you. Use this link: Contact Apple for help with Apple ID account security - Apple Support
The linked page will show you how to contact the support in your country. There are either telephone numbers or email addresses. If your country has only a telephone number, ask someone else to make the phone call for you, so you can send an email.

If you can't send a reset email, don't have a rescue email address, or can't access email at your rescue email address, call us for help. When you call, you might need to create a temporary support PIN to verify your identity. After you reset your security questions, you might want to update your rescue email address.
