That is a feature designed to help find the cursor. You can turn it off: Apple menu > System Preferences > Accessibility > Display (in the left sidebar) > Shake mouse pointer to locate.

Go here:

Uncheck "Shake mouse pointer to locate."

That is by design, a feature of El Cap.

You can disable it under System Preferences > Accessibility > Display > Shake mouse pointer to locate.

Go to:

 > System Preferences > Accessibility > Display

and uncheck the box next to "Shake mouse pointer to locate".

It should only enlarge if you shake it back and forth. Is it doing that when you just move it quickly in a straight line?
