failed ios upgrade has locked my ipad and the prescribed methods dont work - how can i recover

i am trying to recover my mothers' ipad 2 which was running ios8 until she tried an upgrade to ios 9(latest). sadly I was not around to supervise

the upgrade seems to have "assumed" a lock code that my mother is unaware of.

Ive tried the prescribed methods, including recovery mode using her laptop but it does not work as described - instead itunes insists on the lock code n=being entered.

Now totally confused and frustrated.

Any help very welcome.

unfortunately the device doesn't show in either icloud or itunes. in itunes it tells me it cannot connect


"Tunes could not connect to the iPad “iPad” because it is locked with a passcode. You must enter your passcode on the iPad before it can be used with iTunes."
