Automator 2.1 on system no upgrade path?

I want to use Automator but El Capitan tells me I have v2.1 which will not run on the latest version of OS X. It does not offer to upgrade me to what Google tells me is the latest version v2.5 which apparently would run. The App Store Search function does not reveal anything. I have never chosen not to upgrade Automator and have no idea why I do not have v2.5 as I have always upgraded OS X to the latest version. I cannot open the app to click an upgrade link because it won't load.

Where can I download Automator v2.5 or later, or any version that would work on El Capitan 11.4?

TIA

Is it just me or is OS X getting more and more difficult to use? The Help app is dire, Finder's Search function is crippled and finds nothing - literally nothing - if you want to search for a partial filename while Mail is the same, finding an email from someone is next to impossible now.
