It sounds like you are unable to open a new tab to www.google.com, or links aren't working in Safari from a Google search results page. I would first update your phone to iOS version 9.3.1 if you haven't already since that update specifically addressed Safari becoming unresponsive when tapping a link, or it simply not doing anything when you do:
iOS 9.3.1
Fixes an issue that caused apps to be unresponsive after tapping on links in Safari and other apps
Update the iOS software on your iPhone, iPad, or iPod touch
If the issue persists then I would clear your website data on your phone:
Clear information from your device
To clear your history and cookies from Safari in iOS 8 or later, tap Settings > Safari > Clear History and Website Data. In iOS 7 or earlier, tap Clear History and tap Clear Cookies and Data.
To clear other stored information from Safari, tap Settings > Safari > Advanced > Website Data > Remove All Website Data.
From: Safari web settings on your iPhone, iPad, and iPod touch
Then quit Safari:
1. Press the Home button two times quickly. You'll see small previews of your recently used apps.
2. Swipe left to find the app you want to close.
3. Swipe up on the app's preview to close it.
When you have done that restart the device and test the issue again:iOS: Turning off and on (restarting) and resetting

to correct the message, ios 9.3.1 was already updated but still have problem to open safari with google search engine.
