Garageband on Appstore should be free for apple device, right? But why isnt it free for my device?

GarageBand is only free on some devices, sold after a certain date. You can download Apple apps for free if you activated or purchased an iPhone, iPad, or iPod touch with iOS 9 or later on or after September 1, 2013.
