I Have apple watch from my friends, but he forgat to unlocked the apple watch, so he not using apple anymore. And now i cant pairing my iphone to apple watch. How to resolve this problem? Anyone have same problem with me? Thank you

Sounds like your friend's Apple Watch is activation locked to his iCloud account.
Since you said your friend is not using Apple anymore, I assume he no longer has his old iPhone either. So here is what you can have him follow these steps;
next to your device.These steps were taken straight from Apple's support site.

your friends appleID has to be used
if he can't recall it https://iforgot.apple.com/password/verify/appleid#!§ion=password
otherwise your friend has to show up in person in an apple store with proof of purchase
