Apple Music and Match are 256k aac. If you want AIFF sync your iPhone to iTunes.

Yes your library stays with you. It will be right there on your local drive and any backups that you have. However, the matched or uploaded copies in the cloud will be AAC/256.
If you want the copies in the cloud to maintain the encoding and bit rate of your local copies, use a cloud service that stores the actual files instead of matched or transcoded copies.
