This is a playlist stored on the device only, or one that was previously in your library?

There is normally one rolling backup for each iOS device that connects to your computer. Even if you had the correct iOS device backup it ins't possible to restore a single item like a playlist. Restore is an all or nothing affair. If the correct version of the playlist was in your library when you upgraded to say iTunes 12.3.3.17 then it might be possible to temporarily connect to a backup of the iTunes Library.itl file taken during the updated, export the playlist as an XML files, reconnect to the current library, and import the list. Otherwise I think the cause is lost.
