No. That model maxes out at Lion, 10.7.x.
What specific Mac Mini?
The 2007 (Macmin2.1 had an option for a 2 GHz core 2 duo (T7600) and can only go to Lion
The early 2009 baseline (Macmini3.1) has a 2 GHz core 2 duo processor (P7350) and can go to the current El Capitan as well as to Mountain Lion
