That's a hardware problem. If the warranty status page says the phone has been replaced, you can not get it serviced by Apple. The phone was either replaced by Apple as defective and not returned as it should have been or it was stolen from Apple stock or in transit.
Apple will not help you with that device in any way. You got ripped off.

I missed that part of the OP initially. Thanks, Tim. Correct. It's most likely a stolen phone.
