My Apple Security Questions are in Chinese?

I was trying to purchase something and I was going through the basic steps: putting in the password to my apple ID, etc. However, I was guided to a page that says, "Because this is your first time making a purchase on this device you must verify your identity by answering the following security questions before you can complete you purchase." It was very strange because I had purchased something else the day before. When I went to read the questions, they were in Chinese or Japanese! Long story short, I cannot answer my security questions to purchase anything and I cannot change them. Whenever I go to the Apple ID page where you can change your security questions, I do not have the option to change them.

In summary, I believe I may have been hacked and I don't know what to do.

I copied and pasted the questions into google translate, but I am unable to answer them because I have no idea what the actual answers are! Please help.

The reset option will only show if you have a verified rescue email address on your account - if you aren't getting the link you don't, you will have to contact Support in the country where you are (and which is therefore the country on your account) to get the questions reset : Contact Apple for help with Apple ID account security

If your country isn't on that page then try this form to contact Support : https://www.apple.com/emea/support/itunes/contact.html

When they've been reset you can then add a rescue email address for potential future use : About your Apple ID email addresses - Apple Support

Or you might be able to change to 2-step verification : Frequently asked questions about two-step verification for Apple ID
