My phone won't respond to touch gestures

After upgrading my iOS from 8.4 to 9.3, I enabled face control and now I can't use the phone because it can't detect my face. How do I disable this since the phone was not backed up?

iPhone 4S, iOS 9.3.1

Have you tried a forced restart?

Hold down home and off/on buttons simultaneously till you see the  logo - then allow normal boot up

There is no data loss

I Have tried forced redstarts and pressing home button thrice but nothing is working. Siri won't work because I have a password.
