is it possible to access safari when not in safari

just the question in the subject, i was on a website and i clicked a link and it brought me to a page that said i have a virus and to click "ok" to remove it. There's no way that i already have a virus so i believe that this is a virus attempting to get on my computer. I have force quit several times hoping it would reset the browser so i could avoid having to click ok, but i had no such luck. Is there any way i can fix this issue or restart the browser? Oh and i don't have access to safari preferences as the thing that pops up to try and make me click "ok" is blocking everything else so that all i can click is the "ok" button. Thanks for any help, it is very much appreciated

MacBook Air, iOS 6.1.3, i'm not too sure about the IOS
