Maybe in the previous version of FileVault but not in El Capitan. See Use FileVault to encrypt the startup disk on your Mac - Apple Support

I just realized while I was typing the separate password was to encrypt an external drive. It's tough getting old.

I use Filevault, however this is the user login password. Filevault password is long enough that I do not bother to remember it.
There is only one user on my computer. I am trying to dig through system logs to understand what might have happened. So far no clue!. This is a major problem and someone in Apple's user security team needs to weigh in (if they read these posts).
