The new phone must be running the same iOS or newer as the old phone or you will not be able to restore the backup of the 5s to the new 6s Plus. All that means is that you may have to update the new phone to iOS 9.3.1 first.
IF you just want to transfer contacts, they will download to the phone after you activate it, if you are using iCloud for contacts on the old phone. When you sign into iCloud on the new phone, all iCloud synced data will download,
IF you do not use iCloud and if you only want to transfer the contacts, you can do that with a third party app. Here is one. There are others in the App Store.
