Q: View pdf in iOS iBooks

IOS 9.3.1

I am so frustrated.  I have a PDF I would like to view on my phone but I have not had no luck seeing it in iBooks. I looked in the Manage Storage in the iCloud settings on the  phone and under iBooks and the PDF is there but is not anywhere in the iBooks app view. I have searched, looked through my collections and it is nowhere. iTunes will not let me copy it to my device as it says it is using iCloud.

Any help would be greatly appreciated.
