I am in China Mainland. Since April, I couldn't connect to iTunes Store and iBooks Store any more.
The China's iTunes Store and iBooks Store were officially launched in 2015. But now I cannot use them to play purchased movies and read books.
Apple Inc. has any comments on it?
As you already know 'Apple Inc' are not here, these are user-to-user forums.
What is this on, iOS device, computer's iTunes, both ? What have you tried to see if it fixes it e.g. soft-reset/reboot of the device/computer, logging out and back into your account, tried a different network ?

Actually, most of China users have this problem. But Apple China customer service couldn't give a clear answer. We're very confused.

Ok, now we got the official answer. iTunes Movies and iBooks Stores in China Ordered Closed by Chinese State Agency...
