why won't it let me turn off "on my iphone" for notes?

I don't want this "On My iPhone" account...I want all of my notes to automatically save to my gmail account. Why can't I turn this off? Is there a trick to turning this off? I have the iPhone 6s 64gb and am using the latest iOS.

Like jptd below, I have the problem even though I have iCloud turned on for notes (on both iPad and iPhone, running latest iOS (10.2)). In fact the problem seems to be that some parts of the Notes app don't see the iCloud account:

- "Share to Notes" only allows me to create notes in local account

- "Move note" only allows me to move to the local account (even for a note that is currently in the iCloud account!!)

- Can't turn off "On my iPhone" account
