why won't it let me turn off "on my iphone" for notes?

Like jptd below, I have the problem even though I have iCloud turned on for notes (on both iPad and iPhone, running latest iOS (10.2)). In fact the problem seems to be that some parts of the Notes app don't see the iCloud account:
- "Share to Notes" only allows me to create notes in local account
- "Move note" only allows me to move to the local account (even for a note that is currently in the iCloud account!!)
- Can't turn off "On my iPhone" account
You must have at least one account for Notes. It appears that you have not created any other accounts so far, so it's pre-selected.
Settings > Mail, Contacts, Calendars > tap on your Gmail account > turn Notes ON for this account.
I have two other accounts enabled. How do I turn off 'On My iPhone' account?
