iMovie and the other iLife and iworks Apps are only free with the purchase of a new device.

Since Apple is no longer selling the iPhone 5s, it may not qualify anymore for the free apps.

However, just to make sure, sign out of the iTunes & App Stores->Apple ID in Settings on the new iPhone 5s, then reset the iPhone by holding the home and power buttons together for 10 to 15 seconds. Let the iPhone reboot, and then sign in again with your Apple ID to the iTunes and App Stores, and try to get the Apps again.

I am having the same trouble after buying a new iPhone 5S (bought new (not refurb) from authorized vendor- ATT store in the USA & USA phone service).  The Apple support page on this does NOT list iPhone 5s as an excluded device.  I have contacted Apple Support and was informed my 5s is an eligible device and to follow the instructions on the Apple support article.  HOWEVER following those instructions & logging in to the App Store still shows these "free" Apple apps as their usual prices (e.g. $4.99 for iMovie, $9.99 for Pages). Apple Support has not responded with any further advice.

BTW- I tried Phil0124's advice but same prices keep showing up.
