Block cookies not working

My block cookies is no longer working ony Mac running 10.6.8. With it on am still collecting 160 cookies after less than 10 minutes of internet searching. I first noticed this 1 year ago. I have turned off macromedia and then deleted it with flash player, which did get read of about 10 cookies. Is block cook not working on all 10.6s or is it just my compute?
