I Recently purchased a new iPad Pro from an Apple Store. i did not want them to set it up, but now I am wondering if it has a SIM card in it. I want to activate cellular but don't want to start paying for the service unless it will be able to be used immediately.

The iPad Pro WiFi+ Cellular comes with a SIM. You don't have to activate it until you want to.
Should you happen to be in the U.S. and should you decide you want to use Verizon, you'll need to get a Verizon SIM (unless the iPad version you got was intended for Verizon). They don't charge for them.
The new iPad Pro 9.7" has an embedded SIM card and a SIM card slot.
If I'm not mistaken, Apple SIM card is embedded. There is also a SIM slot in case you want to use providers' SIM card.
FYI, T-Mobile offers 200MB free data every month. Not much but good enough for me. Btw, you will be able to use cellular data (with any provider) as soon as you enable it.
Do take into account what "cellular" means in the context of an iPad. Only the pure data channel of the cellular network will be used as the iPad does not have or use voice channels. Native SMS/MMS messaging doesn't exist, WhatsApp does not officially work (needs a complex hack and having an iPhone handy), and so on. So the cellular number associated to the SIM (physical or otherwise) in the iPad must have adequate data traffic provisioning. And you need to be careful of what they're (the carriers) are selling you, else your wallet is about to be violently assaulted.
