If you're able to contact the person who set the lock, send them this link and tell them to follow its instructions.

If not, you can't activate them but may be able to get them refunded. Apple won't remove the lock for anyone other than the original owner(assuming they're alive.)

You have to contact the original owner and ask them to remove the activation lock. There is no other way around this. If they sont remember the Apple ID and password, return the device and get your money back.
