Q: New update not coming my phone

What happens when you try and update the device? Are you trying to update from the device, or via iTunes? Are you seeing an error message? If yes, what is the exact text of the error message?

Is it registered to your AppleID? Can you visit the App Store and download apps (even if free)?

Have you attempted to update it when connected to your computer and then doing the update from iTunes on the computer?

From the looks of this message, you need to be connected to wi-fi to download and update, and you are not connected to wi-fi. Connect to wi-fi and continue.

So yes, the phone IS getting access to system updates, else it would not display that information. And for your wallet's sake it won't download the 300MB updater over the cellular network. Only until it has Wi-Fi Internet connectivity, as has been stated by the other thread participants.
