plain text email attachments

Once upon a time (10.6.8 - earlier this month) when I attached an image to an email there was no html. Now (10.11.4) the image is wrapped in a "Content-Type: text/html;" and since the recipients' server strips out any html (nasty stuff in emails is html) no image is received. I have of course selected plain text as the message format in preferences. Is there a way of putting back nice plain text attachments?

I send only plain text e-mail, and send dozens of attachments every day of the week. Not sure what you are seeing, but 1) plain text e-mail still exists and is preferred by some people (at least by me and you, apparently); 2) one can and does send attachments with plain text e-mail (as I have been doing since I have started using e-mail almost 30 years ago).

I can't see a way of telling mail to do it without html.
