Q: cant use this apple id to unlock this iphone

hello
i download ios 9.3.1 for my iphone 5
but i cant unlock it by my icloud

i know icloud email and password and i can login in icloud.com
but i still get this message on my iphone 'cant use this apple id to unlock this iphone'

Did you buy the phone second hand?
It sounds as if it is stuck in activation lock -
If you are the original owner - bring the device into Apple with the original documents

the iphone was work and i signed out from my icloud and made new software but the activition screen appeared and i put my icloud but it didnt unlocked
i am sure about my password and i ac sign in in icloud website
