Hi GeorgiaLabudek!
If I'm correct, I understand your playlists in the music app keep disappearing and that you'd like to download music from the cloud onto your iPhone. If that is true, I want you to understand I can see how frustrating and inconvenient this can be. I love music too, and I can't imagine a day without it. Rest assured, I'll try my personal best to help you resolve your issue within my abilities.
It seems like your songs are disappearing which may be why your playlists may be disappearing. I may be incorrect about this, but I'm going to assume that from what you've told us. If that's the case I think this support article from Apple should help you: Download your past purchases - Apple Support.
Once you've downloaded all your songs back you should be able to create the playlists again. I know, having to download your songs back again may seem inconvenient and a hassle but once they're on your iPhone you'll be jamming back to your tunes in no time! I've been in an experience like you before, and these are the same steps I took when I had to download songs back onto my iPhone, so don't worry - you're not the only one who's had to do this.
As far as why your playlists may be disappearing I unfortunately wish in all honesty that I could give you an exact reason why but the music app is sort of something I've never really understood too. Like I said though my theory is that maybe because your songs were disappearing, therefore causing your playlists to disappear. Again, I may be wrong or I may be right.
However if you're still having problems, I'd recommend you try performing these troubleshooting steps to see if they help.
