iCloudGo to the "Recently Deleted" album on the device you deleted them from, and restore them.
It sounds like you either deleted them from Photo Stream, or that you have iCloud Photo Library turned on. If you have iCloud Photo Library turned on, then any action you take on one device that has it turned on and signed into the same iCloud account will be repeated on any other devices that are signed into that iCloud account with iCloud Photo Library turned on.
If you deleted them from your Photo Stream, then the same would hold true. Photo Stream photos are housed in iCloud. If you add or delete photos from Photo Stream, they will be added or deleted from Photo Stream on any device signed into the same iCloud account with Photo Stream turned on.

iCloudWell, if you deleted them from your Recently Deleted album, then they are gone. The warning is pretty clear when you take this action: "This photo will be deleted. This action cannot be undone". The purpose of the Recently Deleted album is so that if you delete a photo and then change your mind, you can recover it. If you delete it from there as well, you have removed your option to do so.
And you have not made clear whether you are using iCloud Photo Library or not. Are you?

The iCloud Photo Library puts all of your photos in iCloud, and then keeps them in sync with all devices and computers using that library. What you do on one device will be mirrored on any other devices or computers that are using that same iCloud Photo Library. The Library is the source, and the devices and computers are all sync'd to that same source.
