I downloaded the Itunes app on my windows from apple.com, then I successfully downloaded the app GarageBand. I tried to open it and it doesn't do anything! I would really appreciate some help!

The Garage Band app only runs on Macs and iOS devices not a Windows based computer.
Anything downloaded in the iTunes App Store will only work on an iOS device (iPhone, iPod, and iPad).
So could I ever download the Macs software?
(I'm sorry If this doesn't make sense i'm very new to this type of stuff)
Neither Mac OS X nor iOS software will run on a PC.

If you purchased GarageBand 2.1 in iTunes, you can run it on any iPod Touch, iPhone, iPad that has iOS 9.1 installed.
If you don't own such a device, contact the iTunes Store Support and ask for a refund.
The apps sold through the iTunes storefront are part of the iOS App Store. Although you can download the application package to your Windows computer, you will need an iOS device such as an iPod Touch, iPad or iPhone in order to install and use the application. Apps made for iOS or Mac OS X are not compatible with Windows.
