Hi, I have an iPhone 4s with IOS 7.1 system ,this makes me can not use many apps unless update my system, so I am wondering if it is ok to update IOS7.1 to a higher system, please tell me what should I do?

Other than security features, most of the "new" features of iOS 9.3.1 only work on newer devices. Thus, there's no significant reason for you to update.
