Can you describe the issue in more detailed way? Is it asking for the passcode or your Apple id? Are you the original owner of this device?

If you do not remember the passcode and your device is disabled:

If you are not the original owner and it is asking for someone's else Apple id you need to contact the seller and ask him to remove this device from his list of devices. Otherwise, your iPad will be a useless brick.

If your iPad is disabled, follow the instructions here. There are three different ways to get into the device. Try all three ways. Recovery mode can take several attempts before it will work.
