Thanks for using Apple Support Communities.
From your post I understand you have an app downloaded from the iTunes Store on your PC, but you're getting an error when syncing it that your computer isn't authorized to be used with that Apple ID. This sounds like your Apple ID that is associated with your iPhone is different from the one you downloaded with on your PC. Check your settings on both devices to make sure they're the same.

Sign in with a different Apple ID on your iPhone, iPad, or iPod touch
