Q: iMovie not free anymore?

I just had to restore my iPhone 6s as a new phone and load everything to it new. I went to download iMovie and it appears to not be free anymore for iOS products. I also cannot find it as previously purchased item in the App Store. Since Apple changed the way apps work now, it is also not backed up to iTunes so I cannot ingest to the phone with a sync. Are the productivity apps no longer free?
