Not enough storage for downloading movie

I Have a 2nd generation iPad with 64 GB. Trying to download a 5 GB movie but do not have enough storage. Removed some apps, cleared history data but it still shows that 54 gb of storage used and only 2.5 GB available. I have no movies, videos, songs stored on the iPad. I only have photos but if I remove all of the photos, that will free up 340 mb of storage. I really don't get it. I really have nothing on the iPad so where is all the storage being used? if I delete all the apps, it might give me enough to download the movie.
