If you have a USB-C cable, there's a more tedious restore process you could try: Restore your Apple TV through iTunes - Apple Support . Note that the download is over 1Gb.
As always, try power cycling ATV, in case it's just a goofy software error.

Not that I need to share this, but I'm really not that naive...I've been using Apple since the Apple II+...just old...
