Hey guys, I'm using an app called VLCStreamer on my iPad and I just want to know how I can prevent it from contacting the internet. For example, I don't want VLCStreamer to be contacting the app's author.

Put your iPad in Airplane mode.
and a bunch of other options: turn off wifi and/or cellular data, turn off wifi router. Also check your router if there's a way to block all outgoing traffic that comes from your iPad IP or MAC address. Since IP address changes dynamically, filtering by MAC addresses is better.

The only issue is the app "VLCStreamer" streams videos from my PC to my iPad so I can't keep wifi turned off all the time.
I thought since I bought this app from the iOS App Store that it'd be impossible for it to contact someone on the internet...?

May I ask why you worry so much about an app calling home?
I gather that the movies are on your pc. You do not need to be connected to the internet to run a wifi router. Disconnect your wifi router from the internet.

You're right, the movies are on my Windows PC.
I really trust Apple with all of my personal information so I was just curious if Apple had an app that I could use to stream movies from my PC to my iPad?

Not sure why you feel that is true. It is not. Like your iPad itself, you are only online if you choose to be.
itunes can use a local network, you can stream from a pc using iTunes. No internet required.
Unfortunately there is no way to stop an app contacting the internet unless you are working on mobile data.
What i would suggest however, if you do not wish for the app to contact the internet make sure your wifi is off (and or turn on flight mode)

iTunes.
1) Having a wifi router doesn't mean you are connected to the internet. You need to connect the router to the internet. Disconnect your router from the internet.
2) Turn off cellular data in your ipad.
3) Set up your ipad to use internet sharing on your pc. Install some firewall on your pc to monitor and filter the internet traffic to your hearts content.
4) Buy a router that you can do the filtering on the router.
