Q: if I restore my ipad will the updates stay in place?

Whatever iOS update that is currently installed on the device will remain on the device. Restoring the device "as new" or from a backup has no effect on this. iOS cannot be backdated.

so want to restore it. Will doing that remove the Apple updates?

This is going to depend on what you do.

You need to follow Apple's advice for what to do when you sell or give away the device.  See prior post for link.  Know of one case where someone didn't adequate clean out his ipad when giving it to a relative.  He ended up in divorce proceedings.

The device will be updated to the latest version of ios that the device supports.
