IPOD Touch - Not all songs play w/o WIFI?

Synced all my songs to our new IPOD touch by hooking up the IPOD to computer/ITunes Trying to figure out why some of the songs will play without WIFI and some won't (those that play have the little Ipod icon). I thought it had to do whether the song was purchased from ITunes but not true. I click the "Icloud" button, it turns to a circle with a button like it's downloading but then it stops 1/2 way through.
